As for the game being broken, note that unlike many other games for Svgalib, Quadra asks for a real SVGA mode (not 320x200x256 like squake or 640x480x16 like vga_games). The straight VGA modes will always work on every standard VGA video cards, but the SVGA requires configuration. I do agree that in some cases, when Quadra cannot get the SVGA mode that it requires, it can result in a segfault.
